Master in Road Infrastructure Management
The Mastère Professionnel en Gestion des infrastructures routières, known as the Mastère 3ES for Engineering, Economics, Environmental & Social, was developed by the Ecole Nationale Supérieure de Statistique et d’Economie Appliquée (ENSEA) and the Institut National Polytechnique Félix Houphouët-Boigny (INP-HB), in partnership with Polytechnique Montréal and Michigan State University. It was set up as part of the Abidjan Transport Project of the Compact, a grant from the Millennium Challenge Corporation (MCC), to transfer a new approach to infrastructure asset management to Côte d’Ivoire. As a discipline aimed at facilitating decision-making, road asset management is a powerful tool for road agencies, providing a framework for managing their networks and prioritizing future investments using a long-term life-cycle approach.
The aim of the Mastère 3ES is to provide learners with the tools and techniques they need to make better decisions regarding the maintenance, repair and rehabilitation of road infrastructures. It enables professionals to make sustainable choices in materials, design and construction practices, minimizing the environmental impact of road infrastructure and promoting long-term sustainability.
It teaches them to prioritize projects at network level, taking into account factors such as economic profitability and environmental and social impacts. It provides them with the knowledge and skills needed to optimize maintenance budgets to achieve the best performance by minimizing costs (including user costs) and maximizing the life of infrastructure assets. It also provides them with methods and tools for implementing maintenance strategies, from the planning and control of works to procurement and contract management.

Recruitment level
- Hold a Diplôme d’Ingénieur des Travaux Publics, a Diplôme d’Ingénieur or a Master’s degree (Bac+5 level) in a related field.
- Or hold a degree in public works engineering (Bac+4 level) and have at least three (03) years’ relevant professional experience.
- And have a minimum understanding of written and spoken English at A2 level (reading technical English correctly).
